Since 2006 Lighthouse Creative has been working with the Municipal Government of Jingzhou-Shashi on a major strategic tourism plan for this Yangtze River region in Hubei Province. The work involves improvements to existing attractions within a walled city, and the identification of many new attractions of cultural interest.

In the summer of 2007 Lighthouse published an investor proforma designed to encourage national and international investment. In November of 2007, after collaboration with the economists of Huazhong Normal University Lighthouse submitted the 5 and 10 year plans- receiving a pass of approval from the Beijing based and local consultants.

The next step is a foreign investor journey to Jingzhou, slated for October 2008.
