HHCP Design International and the Wenzel Consulting Company of Hamburg were outright winners in this paid competition sponsored by the Abu Dhabai Planning and Development Authority. Chris Miles was the overall design director. Under him design architects from HHCP produced a complex program of resort destinations that included a cultural center, sea life complex, water park, golf course, and hotels.
